Player must use ability of character or can use by wish?

It depends on the ability description, it can be specified "may" or not.
For example Jesse Jones, Pedro Ramirez, Pat Brennan may decide; Bart Cassidy, El Gringo, Black Jack cannot.

But if the player forgets to use the ability, does it work retroactively? (I don't think it does) In that case is an ability lost and now the player can be laughed at?

exactly like this

once another card is played (ex. El Gringo do not steal a card after being hurt and the player close his turn) you cannot retroactively use the ability

obviously you should have a fair amount of time, it should not become a crazy-fast game to avoid people using ability
