When you are the character Paul Regret and you also have the playing card Mustang in play, Would all of the other characters view him at +2?
Yes, Paul's ability and the Mustang (and Hideout if you play DC) effect are additive.
The same is for Rose Doolan and Appaloosa (and Silver if you play DC)
If the interaction is between these two characters (Rose shooting at Paul for example), you have to sum the effects altogether.
