My question is about Johnny Kisch, the description says:
"Each time he puts a card into play, all other cards in play with the same name are discard"

what kind of card does this effect to? if it say "in play" that means only the blue card is effected?

It means the blue cards. They are the only cards "in play" unless you are using an expansion such as AFOC, but there would be no way to have a duplicate in that sort of scenario, so it would not apply in that case.

If you use Dodge city, also green cards are affected
