The rule about green cards is different: you don't have to wait a table round. You cannot use them in the same turn in which you play them. But, as soon as your turn ends, and the turn of the next player starts, they are ready to be used, and the Gold Rush is not a problem with this.

First of all, you do not skip your phase 1 in your "bonus" turn. Where the rules say "you don't draw again" they mean "you don't get a chance to have another bonus turn at the end of a bonus turn". But in your bonus turn you actually have your phase 1.
