The question is:

If there is the Ghost Town Card in play, and the "normal" players are only 2 (so that they normally could not use Beer cards), during the turn of the ghost, can other players use Beer cards to avoid losing thier last life point?

I think, they can use beer card, cause are in game 3 persons.
So if ghost shoot on one of them , this player can use Beer, if it is last chance of stay alive.

No. Ghost Town says 'a ghost draws 3 cards instead of 2' not 'draws one more card'.
Pixie Pete draws 3 cards as usual.
