when the ghosts return for one round and get to draw three cards, if a ghost draws a dynamite, can s/he play it? does it get passed on to the next player or is it simply not a playable card because the ghost will be gone again before they can "activate" the dynamite card in the next round?

ghost can play dynamite but it does not pass on to the next player as the ghost is dead once the turn ends like you say, and the cards go to the discard pile (or to Vulture Sam hands if in play) before the activation of dynamite

in few words it's allowed but senseless
