This combo means drawing the whole deck?
I don't see how.
Maybe there's a problem with the translation in english here.
You draw from discard pile only in phase 1, if possible.
If you did, then, fot that turn, you discard face down on the draw pile.
This means that you put a played Wells Fargo (and the like) in the discard pile normally, and they let you draw from the draw pile.
