If sheriff loses his extended life, can he gain it back by playing beer or does he have this advantage at the beginning of the game only?

he can gain it back anytime during the game

Is it possible at all to play 2 panic cards or cat ballou cards in the same phase?? In the rule book it sais only 2 exceptions apply which are, 1.Bang cards (Unless you possess a volcanic or are Willy the Kid 2. Guns (cannot play the same gun that you currently have on the table and cannot stack) I've also been wondering about general stores and duels aswell. Thanks

yes it's possible!

From the rules:

Any number of cards may be played; there are only two limitations:
· only one BANG! card may be played per turn;
· no player can ever have two identical cards face up in front of him.
