Conestoga + Rag Time + Panic! --> card drawing, but how?!

I need an answer to a question I find rather tricky.

So what do Conestoga, Rag Time and Panic! have in common? They all let you draw cards. But who and more importantly, from where?

Especially the conestoga card bothers me. The whole print could be IMO intrepret in various ways:

Conestoga > Target player draws a card

1. You draw a card
1.1 from the deck
1.2 from a player's hand
1.3 from in front of another player

2. You let target player draw a card
2.1 from the deck
2.2 from a player's hand
2.3 from in front of another player

Which one of these is right? How does the official ruling go? The same goes with rag time. How does one decide who draws a card and from where do you draw it? If you really want to be nit-pricking, even the panic! card could be intrepret as "a player at distance 1 draws a card" ?? From where? The deck then?

The actor is always YOU who play the card/s.
Have a look at the symbols:

Well yea, I actually thought of the panic! card and realized it doesn't have a hat symbol on it, so nvm that one.

I probably should have looked at the symbol explanations further. But good that it has been figured out :)
