I perfectly agree with you: Jail makes you jump phases 1 and 2, not more. Then you end your turn with phase 3 and only at the end of the (whole) turn you check for Vendetta. So I guess it's not affected by Jail.

At the beginning of the Sheriff's turn, he draws 2 cards from the deck. He is unaffected by any "BANG!"-cards.

How is it intended to be?
1) He draws these two cards in place of the two usual cards
2) He draws two cards more

Should I guess the second having it only two life points?
